SRS is set to accept more foreign research reactor spent fuel, including from Canada and Japan. There is no environmental or proliferation justification for low enriched uranium (LEU) fuels to be accepted from Canada or other countries.
For nuclear nonproliferation reasons, a case can be made to accept spent fuel containing US-origin weapon-grade uranium (highly enriched uranium – HEU).
Sea shipments would come in via Joint Base Charleston (South Carolina), likely on UK-flagged vessel owned by Pacific Nuclear Transport Limited (PNTL), which we have spotted many times entering and existing the Charleston hrabor by downtown.
In any event, the spent fuel, to be stored in the L-Basin (pool) – see photo below – should not be reprocessed in the aging H-Canyon reprocessing plant and should be placed in dry casks for final disposal (in a geologic facility….wherever that might be….)
DOE’s “Supplement Analysis” to accept more spent fuel – prepared with no public comment and no public meetings:
“Foreign Research Reactor Spent Nuclear Fuel Acceptance Program”
“This Supplement Analysis (SA) evaluates extension of the Foreign Research Reactor (FRR) Spent Nuclear Fuel (SNF) Acceptance Program through May 12, 2029 and implemention of the Policy on Exemptions to the FRR SNF Acceptance Program. Based on the analysis in the SA, DOE/NNSA finds that the impacts of the proposed action would be within the range of impacts analyzed in the FRR SNF EIS. Extending the Acceptance Program end date consistent with the Policy on Exemptions would not constitute a substantial change in the proposed action evaluated in the FRR SNF EIS. DOE/NNSA determined that neither a supplement to the FRR SNF EIS nor a new EIS is required.”
