Those that track DOE’s National Nuclear Security Administration know that efficiently spending our money isn’t an issue – witness the plutonium fuel (MOX) debacle – but rather it’s how fast and for how long contractors can suck in the largess. Like for MOX and other costly and complicated projects massively amping up spending is DOE’s time-tested a recipe for failure. But when it comes to shoveling money out the door, failure of a project often equals success for the bank accounts of contractors.
