Why aren’t Senator Lindsey Graham and Rep. Joe Wilson, Stauch MOX Advocates, Demanding Full Investigations into Rework Problems and Accountability for Managers Who Caused the MOX Debacle? Who are they Protecting & Why?
MOX HVAC contractor Superior Air Handling, rumored to have badly botched the HVAC work at the MOX project, may still be causing problems even though the company evidently is no longer at the project.
We are hearing a rumor – we’ve heard it a lot over the past years – that supports for the HVAC ducts were cut wrong and now the “rework” involves measuring, fabricating and placing shims to get the ducts in the proper place. This rework on hundreds of supports is evidently taking a lot of staff time and this costing a lot of money. And, the shims may only be the tip of the rework iceberg.
So, we ask:
1. How is this HVAC rework and shim measuring, cutting and placement being charged? Will Superior Air Handling be charged for this rework or not? (Hint: We have some names of managers who may have been responsible.)
2. Is the HVAC rework (and all other rework at the MOX project) being fully investigated by federal entities? (Hint: We are aware of an investigation now getting underway about contractor compliance with federal regulations.)
CB&I Project Services Group, evidently in charge of MOX plant construction, issued a memo at the end of summer 2016 about how to reclassify rework (also called “reinstallation”) and who would be billed. We have filed a FOIA request for the memo and documents associated with it but our request is being stonewalled.

“We found that NNSA had directed MOX Services to establish an effective management system to address construction rework at the MOX Facility. As a result, MOX Services developed and implemented a comprehensive new desktop procedure. NNSA also increased its oversight of rework. Because the construction rework procedure and oversight processes were recently implemented, we determined that it was too early to fully assess their effectiveness. However, we noted that NNSA was still in the process of resolving the alleged waste of Department funds related to construction rework substantiated in its assessment.”
